County approves Hampton Inn hotel site

PENN YAN—The Yates County planning board approved a site plan review by Chris Iversen for the construction of a 15,520 square-foot Hampton Inn hotel along Mace Street during their regular meeting Thursday, Sept. 26. The board also approved a subdivision review to divide an eight and a half acre lot into three separate parcels.
Ryan Destro of BME Associates spoke about the request, saying the hotel will be a 72 unit, three to four story building. He said there will be three stories facing Mace Street and four facing outward toward Keuka Lake. He said lot one of the subdivision will contain the hotel, while lot two is where the fireman’s field is currently located, and lot three contains the former Sarrasin’s restaurant.
Destro said the hotel site will contain 100 parking spaces along with four handicap spaces and a pathway for internal pedestrian circulation. He said the lot it is located on includes a 100-year flood plan, and they have had initial discussions with the Department of Environmental Conservation (DEC) about the placement of a wetland pond. Destro said the landscape plan designed for the lot includes street trees and shrubs, landscapes and islands, a lighting plan, ample parking and surface illumination.
Destro said the company intends to leave a broken dock at lot three the way it is, as they have no future plans for waterfront development along the site. He said the Sarrasins parcel will be for sale and any action on the dock will be up to whoever purchases it. Destro said there have been discussions with the village about installing a pedestrian path along the lakefront connecting the north and south parcels, with public access coming in from Mace Street if they wanted to walk along the shore. He said it is in the village code to provide an easement for a pedestrian path, although he said there are no plans to light the path at night.
Destro said parking will not be for public use, only for guests and hotel employees. He said there will be no restaurant in the hotel, only a breakfast area. Destro said there will  not be specific parking spaces for buses, but will be a 30-foot wide area for buses to pick up and unload guests. He said while there will be a swimming pool inside the hotel, there are no plans for lakefront swimming at the site.
In other business:
• Bruce Lyon was granted a special use permit to operate a craft brewery business at 132-148 Water St. in the village of Penn Yan. Lyon said the business will operate out of the basement of Ray Spencer’s liquor store at the former Carey’s Rental building. He said it will include a brewery and a tasting room and will sell beer in pints, growlers and kegs.
• The board approved proposed local laws for the town of Milo regulating junk storage, commercial junkyards and the materials, location, height and maintenance of fences.
• Sara J. Hestley of 890 East Lake Road in Barrington was granted an area variance for the construction of a garage.
• Applicant Rick Willson had a subdivision review approved, subdividing five existing lots at 208-220 Lake St. and 105 Kimball Ave. in Penn Yan into seven.
• The board approved a zoning text amendment to create an overlay zoning district in Penn Yan. County Planner Shawna Bonshak said this overlay district imposes additional regulations in certain areas within the village.
• Italy was granted an amendment to their comprehensive plan regarding high impact industrial uses.
