Wayne meeting watch 11/18Meeting: The Wayne town board met Tuesday, Nov. 18 for one hour and 40 minutes. Attendance: James McAfee was the only board member absent. There were 11 members of the public present. Action: The board created the position of deputy dog control officer. The town's current dog control officer is working with the Federal Emergency Management Agency (FEMA) in Texas and that makes Supervisor Dawn Dowdle the acting control officer. She said she did not want to have the position so has approached the Urbana dog control officer about it. Because their dog control will be gone for six months without pay, they will see if the Urbana officer will take the deputy position as a paid one. Discussion without action: Dowdle discussed with those present what she had found out concerning the amount of school taxes Wayne residents pay compared to Urbana and Pulteney. She explained how the tax base is figured out, showing that Wayne pays more to Hammondsport Central School District than the other two municipalities partially because of tax exempt parcels. Urbana and Pulteney have more parks, churches, schools and other properties that cannot be taxed than Wayne does. Also, a majority of the school taxes Wayne residents pay goes to HCSD. Copies of the handout Dowdle prepared are still available at the Wayne town hall. • The board heard about the proposed Agricultural Advisory Group that wants to form. Dowdle advised them to provide a statement for the board explaining how they want to form and be an arm of the town. However, she added that she did not know if there would be anything in the comprehensive plan about an agricultural committee so suggested waiting until that was passed. • Dowdle recommended to everyone present that if they get their ProAct benefit cards in the mail to use them. They were sent out to people in Steuben County and are useable in pharmacies nationwide for prescription discounts. She said that even a small discount from this is helpful. • John McIntire, superintendent of highways, showed off photos of the new truck the town has. • Dowdle reported that interest rates for accounts over $100,000 remains at 1.85 percent. • A report from the planning board said that the town board should have the comprehensive plan by the end of the year. There will be a public hearing on it at the town hall, Dec. 16 at 7 p.m. • Residents with property both in Schuyler and Steuben Counties could be included in the water or waste water district the town of Wayne is looking into. Dowdle has not heard anything back yet from the town or Tyrone. • The compost site is closed for the winter. It will reopen in mid-April. Bids/purchases over $1,000: None.
