Penn Yan sets hearing on tax cap override

    PENN YAN—The Penn Yan Village Board voted to set a public hearing on a local law renewing their tax cap waiver for 2013-14, during the regular meeting Tuesday, Dec. 18. This law would override the two percent tax cap set by the state, allowing the village to raise taxes past the state cap.
    The public hearing is set for Tuesday, Jan. 15 at 6 p.m. in the village hall. Mayor Bob Church said the village does not intend to exceed the tax cap but it is recommended to override it as a precautionary measure in case of an error or mistake in the budget.
    In other news:
    • The board voted to table a decision on a $2,861.24 water credit and $3,030 sewer credit for St. Mark’s Terrace until they can get more information on whether the building should be classified as an institution or an apartment complex.
    • Church was authorized to sign a proposal to bond counsel services to the village of Penn Yan in connection to financing for the sewer portion of the waterfront revitalization project.  This includes sewer system improvements to be made in the future.
    • The village approved the annexation of Sherman Street and 1984 Outlet Rd. from the town of Milo.
    • The board approved a facade improvement application from Rose and Barry Lampson for the Universal Barber Shop for $34,000, with 50 percent of it being from a grant and 50 percent would be a loan paid off at the time of closing.
    • The village approved painting a crosswalk at Trombley Tire and Auto on East Elm Street.
    • The village authorized the electric crew to attend lineworker safety training in Bath in 2013 at a cost of $1,860 per person. The board also approved Adam Folts to attend the second year lineworker apprentice program in Fairport in 2013 at a cost of $3,450.
    The next Penn Yan Village Board meeting is scheduled for Tuesday, Jan. 15 at 6 p.m.
