Upcoming election includes propositions

NEW YORK STATE--When voters go to the polls Tuesday, Nov. 2, in addition to the number of local and regional offices to be filled, are state-wide propositions on a number of issues.
There will be five proposals for citizens to weigh in on.
Ballot proposal 1: Amending the apportionment and redistricting process
This proposed constitutional amendment would freeze the number of state senators at 63, amend the process for the counting of the state's population, delete certain provisions that violate the U. S. Constitution, repeal and amend certain requirements for the appointment of the co-executive directors of the redistricting commission and amend the manner of drawing district lines for congressional and state legislative offices. The purpose of this proposal is to amend the portions of Article III of the New York Constitution that relate to the way district lines for congressional and state legislative offices are determined.
Ballot proposal 2: Right to clean air, clean water, and a healthful environment
The proposed amendment to Article I of the New York Constitution would establish the right of each person to clean air and water and a healthful environment. The purpose of this proposal is to protect public health and the environment by adding the right of each person to clean air and water and a healthful environment to the Bill of Rights.
Ballot proposal 3: Eliminating ten-day-advance voter registration requirement
The proposed amendment would delete the current requirement in Article II, § 5 that a citizen be registered to vote at least ten days before an election and would allow the legislature to enact laws permitting a citizen to register to vote less than ten days before the election.
Ballot Proposal 4: Authorizing no-excuse absentee ballot voting
The proposed amendment would delete from the current provision on absentee ballots the requirement that an absentee voter must be unable to appear at the polls by reason of absence from the county or illness or physical disability. The purpose of this proposal is to eliminate the requirement that a voter provide a reason for voting by absentee ballot.
Ballot proposal 5: Increasing the jurisdiction of the New York City civil court
The proposed amendment would increase the New York City Civil Court's jurisdiction by allowing it to hear and decide claims for up to $50,000 instead of the current jurisdictional limit of $25,000.

In Yates County, early voting will be for nine days preceding the election, in the county clerk's closing room in the county office building located at 417 Liberty Street, Penn Yan. The hours are as follows: Saturday first and eighth days, and Sunday second and ninth days, 9 a.m. to 2 p.m. Monday third, Wednesday fifth and Friday seventh days, 9 a.m. to 5 p.m. Tuesday fourth and Thursday sixth, 9 a.m. to 8 p.m.
In Schuyler County, early voting will take place at the county courthouse building located at 105 9th St., Watkins Glen. The hours are as follows: 23rd - 9 a.m. to 2 p.m., 24th - 9 a.m. to 2 p.m., 25th- 8:30 a.m. to 4:30 p.m., 26th - 12 p.m. to 8 p.m., 27th - 12 p.m. to 8 p.m., 28th - 8:30 a.m. to 4:30 p.m., 29th - 8:30 a.m. to 4:30 p.m., 30th - 9 a.m. to 2 p.m. and 31st - 9 a.m. to 2 p.m.
